Why many westerners believe that Buddhism is an atheist or a form of philosophy?

If you have lived or been to Asia (Especially Singapore, Taiwan, Malaysia and parts of China), you would see the treatment of many Buddhist Buddha as a deity / god. They often worship him, bow before him (statue) and offer sacrifices of incense and food. In many occasions, the theistic spiritualism and Taoism are also incorporated into Buddhism. So where does the West get the idea that Buddhism is a form of philosophy and not a theistic religion? This is not a troll question. I want to know where Westerners get from this perception, because it inaccurate.

I live in Malaysia and I see Buddhism and Tao as a philosophy, a way to make yourself a better person. Buddha as a whole is not a god, but he is honored and respected, like the one used for the interior to reflect and assess a situation and take decisions based on the philosophical ideas of his teaching, as far as I can tell.
